Project Background

The internet is a technology, a tool, and a way of life that has popularized a wealth of knowledge and brought great convenience to our modern lives, expanding our interpersonal relationships and horizons. However, the internet also has its downsides, where it may even inflict physical and mental harm on some users. Living in today’s information society, we ought to learn how to make good use of technology, how to align our actions with ethics and order, and how to develop our own information literacy.

Therefore, one of the key tasks in today’s education is to evaluate and ensure the students have developed adequate information literacy, appropriate internet habits, and the ability to make good use of the internet to avoid or reduce its negative impact. This means that when educating the next generation of digital citizens, it is crucial to help them, the internet users, establish online safety awareness, develop decent interpersonal communication skills and online etiquette, and comply with internet conventions so as to avoid violating the law.

Project Objectives

In order to strengthen the information literacy and ethics knowledge of front-line teachers, and support the implementation of Taiwan’s Curriculum Guidelines of 12-year Basic Education, this project will focus on the capacity building of the elementary, junior high school, and general senior high school teachers through training, while encouraging more teachers to devote themselves to teaching and promoting information literacy and ethics.

With the theme of “Rational and Safe Use of the Internet”, the project team strives to provide more diverse internet resources for future promotion and teaching of relevant topics as it implements the project. In addition, in line with the draft of Curriculum Guidelines of 12-year Basic Education for the Domain of Technology and the concept of an integrated curriculum, the project will incorporate issues revolving around the “safe, rational, appropriate, and legal use of the internet” into the curriculum of relevant domains. In this way, teachers across domains can easily download complete teaching materials and teaching guides from the designated website and apply them to their teaching of relevant topics.

The goal of this project is to provide teachers at all levels with a deeper understanding of information literacy and ethics. In this way, the teachers can assist their students in developing appropriate and fair attitudes towards internet use and identify students who may encounter problems in their daily lives and academics due to improper use of the internet, and thus be able to guide them to seek appropriate assistance. The project also brings current events into the teaching materials, such as the need to pay attention to privacy when using online social media and the need to be careful when making friends via online games. The purpose is to equip every student with internet literacy and etiquette, be mindful of their words and actions on the internet, adopt healthy socialization concepts online, develop appropriate internet habits, and make good use of the internet to avoid or reduce its negative impacts.

Project Team Structure

The project consists of a principal investigator, a sub-investigator, and two full-time research assistants.

  • Principal Investigator
    The principal investigator is responsible for coordinating various aspects of the project, including setting the main axis of the program and the design of curriculum materials, managing personnel, setting the goals for teacher training on information literacy and ethics, and hosting administrative meetings.

  • Sub-investigator
    The sub-investigator is responsible for producing digital teaching resources, reviewing the design direction of course content, coordinating teacher training on information literacy and ethics, providing guidance to professional learning communities of teachers and pilot schools, assisting in the implementation of project promotion activities, and collaborating with experts of information literacy and ethics to develop survey questionnaires.

  • Full-time Project Assistant I
    The project assistant is responsible for maintaining and updating the “eteacher” website dedicated to promoting network literacy and awareness among elementary, junior high schools, and senior high schools; assisting in updating the digital teaching resources on the website; overseeing and planning the progress of teaching material production; handling administrative affairs of network literacy online training courses for teachers; assisting in the operation of professional learning communities of teachers and pilot schools; serving as the contact window for project promotion through speech-giving service; organizing various teacher training activities and competitions; and handling other project-related work and administrative affairs.

  • Full-time Project Assistant II
    The project assistant is responsible for assisting in the conduct of literature review, data collection, expert consultation meetings, and follow-up consolidation regarding the internet usage survey questionnaire of elementary, junior high, and general senior high school students; assisting in the maintenance and update of the “eteacher” website; assisting in consolidating the content of digital teaching resources; assisting pilot schools with on-campus promotional activities on “information literacy and ethics” for parents and children; compiling project meeting minutes; and handling other administrative matters.

Expected Outcomes

This project is expected to provide information literacy and ethics teaching resources for elementary, junior high, and general senior high schools and institutes at levels below to help strengthen the teachers’ information literacy and knowledge of ethics, as well as promote and educate on safe access to the internet, with strong expected outcomes as follows:

  • Active development of teaching materials on new issues of information literacy and ethics
    The applications of information technology advance in leaps and bounds; by developing materials on new issues, we can provide teachers with the teaching resources of information literacy and ethics.

  • Strengthen teachers’ information literacy and knowledge of ethics
    We can also organize capacity building training for teachers and guide the establishment of teacher communities and pilot schools; nurture teachers expertise in information literacy and ethics; and enhance their information literacy and knowledge of ethics through multiple training channels, after which they are expected to actively participate in information literacy and ethics-related promotional education, such as on prevention education.

  • Promote information literacy and ethics-related issues
    We will promote information literacy and ethical issues through publishing promotional materials and organizing activities, in order to raise the awareness among teachers, students, and parents on information literacy and ethical issues, thereby promoting safe access to the internet.
